It's actually not useless, because as far as I can tell, it affects how far you can move with 1 AP. I wasn't clearly making sure this was the case, though, but I am pretty sure it does this.
That extra distance is effectively an AP discount on movement in combat, which will likely be highly important for kiting and other long range strategies.
