You can click to have your character move to a specific spot. Holding the mouse button down has them move in the direction of the cursor.
If that doesn't work for you, some people have had issues with clicking in general not being reliably captured. I have not had a problem moving outside combat (a couple times I've needed to double click to move during combat), though sometimes when trying to open containers I move them instead.
