I'm unable to scroll the camera in and out while in Abilities, Talents or Traits. It works fine in Equipment however.
Abilities, talents and traits have a scroll bar (possibly disabled if if you don't have more than one ability category open, or an awful lot of traits), which take precedence over the camera zoom.
