It`s quite hard to find the source,but If I recall correctly it was somewhere at Larian forums i.e there or at Kickstarter forum section
Anyway everything can changes and level cap can be at 30 level, who knows?
About level scalling-There won`t be such thing at all..I guess it was at Kickstarter forum section
