Zixzax approaches you the first time you 'exit' the city after either making a decision about the sick patients or visiting the crime scene. I guess another trigger area needs to be added by the well.
Try leaving through a gate, or through the tunnel but skip talking to Wulfram on your way back. If that doesn't help, see if the host can get past the loading screen in single player.
