It's only 1 point per level until level 6. Starting then, it's two points per level until either level 11 or 15, after which it's 3 points per level.
So that would be around 42 points and be just about enough to max 3 skills out of A LOT. Now we do get items with skill levels in them to assist. But could make planning even more needing.
