Special arrows seem like quite a common drop. Some archer enemies are coded to always drop special arrows.
If that's not enough, though, one thing that they could do however, is change the Way of the Ranger talent order: Instead of "25% Chance to recover special arrow" as the Rank 5 talent, make it the Rank 1 talent, and change it to be "(10% * Way of the Ranger rank) chance to recover special arrow", giving you a 30% chance with 3 WotR and 50% chance with 5 WotR.
Larian may consider that too powerful, though. Who knows.
