At the moment you don't have to be a thief to be able to steal almost everything tbh. You neither need points in sneaking nor points in lockpicking. There is enough "open" loot to steal and NPCs usually notice nobody if you just avoid sneaking/stealing in their direct line of sight...
Of course if you decide to just don't steal (due to roleplaying discipline) your life will be much, much harder.
