You can still download the zipped inventory files.
The only reason that link is there is that a few people have run into a problem with Josephine running through a gap in the wall (a couple people have also found this gap themselves, and had their characters running around outside the normal map). Since Josephine must be defeated for the quest to be completed (the elven council member will not accept the three items otherwise), I added the link so people encountering that problem would not just try downloading the inventory files and ignoring Josephine. In this case, downloading the inventory files will work fine.
Also, Telekinesis spell books can be bought. Good NPCs to try would be Kistandalius or Blake in Ars Magicana and Corinna or Mpenzak in Verdistis.
