With those rules combined, you could only make spellbooks for spells you already know (unless you find a scroll for a new spell). By definition, you don't need spellbooks for spells you already know.
The idea is to be able to learn a spell when you find a scroll and make scrolls from known spells for your companions who don't have the ability to learn the spell.
I disagree with removing higher-level skillbooks to make the crafting skill useful. It is already pretty useful, but it should not be mandatory.
At least there should be a progression with a chance to loot scrolls and books depending on the level of the zone, with a higher chance for scrolls. And the ability to buy them in higher zones. This way crafting gives you a way to learn them sooner.
The current state of crafting in this beta is a mess. The point of crafting in RPGs is to make things that you cannot get by other means or to make them earlier or cheaper. If you get only random stuff from crafting when what you need is available for sale, you just waste your time. Sell the ingredients and buy what you need.
