Debatable. I don't know of any IQ standards to which test according to such means, but that doesn't mean it isn't possible to make an argument as such. You however have't established that as a valid premise, so we can take it with a grain of salt.
On the opposite side, one could make an equally flippant claim that ones inability to properly discern the key important points from their reading to be a lack of intelligence.
