The highest tier for skill/spell requirements is level 18, so the end level is still probably around 20.
There will likely be mods to add combat, or add respawning.
Respawns are my top priority for mods ^^
I think that respawns only make sense in certain places....mobs and common enemies yes but unique enemies and bosses no. Yeah there will be more trolls and skeletons and spiders and whatnot but when I kill a very specific one-of-a-kind character then he/she shouldn't respawn.
