Not according to the reply Halcyon quoted above. Unless it's fabricated/fake but I doubt it.
Specifically the top part: "The DVD contains a steam installer, so yes, steam will have to be installed to be able to download the game."
Unless he/she is making this up or the person replying only pretended to be from Larian support.
