How to explain this.. it depends on the keys. Often games are sent out with different keys depending on the edition they're paired with (standard versus collector). The correct key unlocks the correct content. For example, without the key that comes in your typical collector edition you wouldn't have the game and digital CE bonuses unlocked.

If that's the route they went (and it is an extremely common route), it can be problematic as Steam doesn't allow players to add the same game to their library twice. And many of us already own the game on Steam.

The alternative is that the collector's edition box comes with three keys (a steam key for you, a steam key for your friend, and a DLC key which unlocks the DLC content. Use of that third key (the DLC key) is something Steam would allow (although right now even that's not working properly with the DLC-pack on Steam for people who already own the game).
