I'm tryingto get him for the council member quest and apperently he's gone away with some lizards and I've looked everywhere but I can't find him, where is he?

Speak to Zandalor about this and have a look into the scrying statue again. Then go to Trevor/merchant guildmaster/Verdistis. He'll inform you that a house has been rented recently and flag it for you.

After the first fight, enter the unlocked cellar hatch and after speaking to Goemoe look for this:



Drag+drop the wand into your inventory and speak to Goemoe again.[/code]
