Metal melee weapons can definitely be improved, and so can both leather and metal armor, using blacksmith/crafting skills. They're worth investing in both for the improved performance of your gear & for the increased gold you get when you vendor them. I haven't found a way to improve either wooden weapons (clubs & ranged) or boots, bracers, etc. Nor have I found a way to enchant any gear at all.
