David said they aim for late afternoon in Europe. Usually this means 8pm CEST on Steam (it's a Steam update thing but I hope it will work with all the load on the servers during the sale...). Some games are released at midnight in the US but only few and Larian already said that this is not what they want to do.

Maybe it's a financial thing? June 30th is the last possible day in Q2 2014.
