GOG themselves have to share some of the blame (I'm still unable to download D:OS from them since the download links result in 404 errors) but this does suggest poor planning from Larian and a reluctance to accept there are customers (and backers) outside of Steam.
You need to use the GOG downloader to be able to download from there the normal download does not work but with the downloader you can get it.
