First off, do enemies respawn, or do they stay dead? If they stay dead, is there a certain place where they respawn?

Second, Do people/merchants restock? And if so, when?

no respawn at all. vendors restock. terms are unknown though. most likely time based.

This is an old school game - which means that there SHOULDN'T be any respawn !
