The program can be downloaded from the

minimal size <dead link> (10KB) if you have MFC42.DLL installed, or
minimal dependencies <dead link> (99KB) if minimal size does not work. If you do not have a program which can handle the rar archive format,
rarlabs.com has a free command line unrar program, or you can install
7-Zip or other freeware archive manager.
Alternately, I downloaded the minimal dependencies file and
converted it to zip format. The rar and zip archives contain the exact same two files (program and text file); download the zip file if you are unfamiliar with rar files or your archive manager can not handle the latest rar format version.
DDSaveEdit, MinDepend version (110KB)
Once you start the program, click on the '...' button near the top right, browse to the saved game folder you want to edit, select the data.000 file and click open. There is an option in the program to make a backup file, or you can save the game under a new name before using it. SaveEditor will list all the skills on the left, and let you re-distribute the skill points. There is a 'Redistribute Points' button on the right side; unselect this, and you should be able to add skill points, rather than just move the ones you have around. Same goes for your stat points.
