That isn't true at all. 100% usage is 100%. It doesn't matter what type of code is running.
What I am saying is you can write routines to certain parts of metal that can make it overheat vs other ways of doing it. If this is the first you are hearing of this, it's the same reaction pretty much everyone has, but if you do some searching (you know I have to go get some proof now....) it exists. To the CPU or GPU. You can be 100% usage, but some code can spin the processor in bad ways that cranks the heat...
