Err. I might be noob, but when I drag over something else in the inventory and lot go the items just swap places.
Try it with equipped stuff (e.g. armor). That worked for me. It changed the color of my clothes/armor to gold and increased its value.

The pie doesn't work with every fish. There are different fish in the game.
