A bit more info: I tried validating files on steam and it didn't help. I tried setting a lower framerate cap and it does not work. Lowering the cap does nothing. When I move the camera around my framerate jumps all over the place (anywhere between 13-40 fps). Turning off the steam overlay also didn't help.
