Don't know about Bully, but to answer your lucky charm questions;

1) Only the person opening the box.
2) It does raise offensive, just the mouseover doesn't show it. You'll notice if you add up all the values in the mouse-over, it doesn't reach the actual (correct) value displayed on the HUD.
