I have the same issue. I play on a laptop which is capable of fluently running Skyrim or DiabloIII (although not on highest detail), so I think it must be a technical issue.
What I experience are very low framerates (moving through the screen even on low res reminds me of the Sam & Max games where you could litterally see sections of the screen being updated one at a time (ie. less than 1 fps...), especially when moving around the map). There's also lag in moving the mouse/cursor, and clicking thingies.
Laptop details:
Dell XPS 501X / i7@1.79 / 8 GB RAM / 64bit Windows 7 (5.9 windows performance index, woeteverthatmeans) / GeForce GT 435M
