I've been able to converse with the titan guardian and he let me through, but the stuff upstairs zaps my party for instant death. Will I find a way to progress past it later on?
Also is it related to the "War of the Stones" quest, or is it part of a different one?

If you have high enough perception you can spot a trail of footprints at the top of either set of stairs. Those will guide you through safely.
You can also "feel" your way through, since the safe path is *warm* as opposed to the *chilled* effect you get when you start wearing off path.
