I should have clarified, in the US it was the only way. It was an "exclusive" DLC package, that you could only get if you pre-ordered from a specific retailer. You couldn't even get it by pre-ordering on Steam, and the game required Steam to play. It was very frustrating. As you said, though, it's not exactly the same thing. I was simply using it as a similar frame of reference.
