Using the Ultra settings you will notice that the armor has crisp textures in some areas and blurred in others. Like it is mixing two different quality textures. This is noticeable on the metallic chest armor while the bandolier on the chest is crisp.

Is the same for everyone else? I've tried it w/o DoF and by changing the texture quality, but the chest always appears as a blur compared to the other textures.

Setting textures to very low also uses something like 24x24 images for chest armor textures.

I laughed at that.

It's just the way it is, and not a bug. It comes down to how much texture space on the sheet is devoted to each section of the model. In this case it seems the artist put a higher value on ensuring the bandolier remained detailed while sacrificing texture space on the remaining chest piece (probably because it's mostly hidden underneath the bandolier). It's just a judgement call.

It may also be that the chest piece is made up of several texture sheets, and (again) the bandolier got the lion's share of the resources.

Fair enough. I figured it might be something like that, but I also wanted to be sure it wasn't a problem with selecting multiple quality textures by error.

Well, to be fair, a lot of the crispness happening on the bandolier is due to the fact that the details are modeled into the geometry (for example, those loops and buckles are geo), where as the chestpiece details are relying on texture alone. The bandolier can also take advantage of a lot of tiled and shared texturing (and use very little space on the sheet) where as the chestpiece can't.
