Well, with Level 3 Crafting / Smithing you can make most items. Level 4 isn't needed for much unless you are into spells. Level 5 is the good stuff as custom armors & weapons come with bonuses.
That's a bummer, so it's exactly like every other utility skills that need no more than 2 points invested.
