There is actually a lot of ways to level in town, Captain Aureus gives you various ways to go that will get you XP. Have you got to your Homestead yet as that pretty much got me a level I think? I set out properly from town when I was 4th level and have now reached 6th after fighting in the robot cave, not sure if I did it right but not finding it too hard at this point!
