Get two Star Stones (easiest is from murder room and Evelyn's area in clinic) and it unlocks Hall of Heroes where you can purchase/hire henchman. Jahan, however, is the one in the mayor's 2nd floor that is the air/water + crafting mage. Pretty useful for a free henchman.
