That's definitely wrong. I just crafted a leather cap with an earth essense [CR 5] and it applied +15% earth resistance 1 min ago. 100% confirmation.
The only item which doesn't seem to work are cloth caps. The rest is perfectly working (newest patch applied of course). So every recipe of my list is right (helmets, caps, sarongs), only the cloth cap not.

Just tested this now still appears to work. try dragging the bucket of milk onto empty cup not other way round see if this works.
