Larian Studios Forums Divinity - Original Sin Divinity - Original Sin - Technical Issues Can't finish Staff of Pergamon Quest

Are you talking to Cecil with the character that actually has the staff in it's inventory?
I also didn't get the dialogue option at first and then I remembered that I wasn't talking with the character that had the staff, so I selected my other character and presto, quest completed.
