First of all, hi. This is my first post in this forum, though I have been a lurker since Divinity 2. Loving Original Sin so far.
My question is- are the permanent ability and skill books from that Homestead vendor supposed to restock every level up like all vendors, or are they supposed to be a one time thing? If they are not supposed to be restocked, I'll just buy them only once.
I'm sorry if this question has been asked before. I tried searching, but couldn't find anything on it.

They restock every level.

Thanks, Tyhan. I know they restock every level now. But it just felt that it was too easy to make a godlike character this way. So, my question was- are they intended to work this way by the devs?

It's way too easy to make a godlike character without them. The difference is that without a multitude of these books any attempt at being a hybrid feels extremely underwhelming since you can't get enough of anything to be good at anything.

even with the extra skill books making a hybrid is rather difficult and wont be as effective until very high levels. you need to be fully dedicated to your primary stat if you want to be able to hit anything with physical, or do any damage with a spell.
the attributes and skill points do not make you godlike anyhow. its the combinaton of things like weather the storm, resist gear, leech, and come back kid. those have nothing to do with the books for sale. then for godlike damage you can either be a 2hand MaA or a backstabber.
then again, with a little planning and 5 sneak you can pretty much remove enemy retaliation as well, so there is that too.

So does this mean that trying to get to that vendor as low level as possible is desirable to min/max stats in the long run?
Also, I know you quit gaining stats after level 20, but would the merchant restok at 21, 22, etc?

Also, I know you quit gaining stats after level 20, but would the merchant restok at 21, 22, etc? yes to the first question, i have no idea on the second. for the first question if you do things normally and dont miss anything you can probably get there around level 8 to 10. if you use sneak/invis and know the game locations for the inert stones you can get there earlier. for the second question i dont think you can really get passed level 20 without abusing a glitch or a cheat so its kind of irrelevant.

Level 20 is only the soft cap, you can surpass it. Some people finish the game level 21 or 22, for instance. I don't know if the books continue to restock, though (I would assume they do).

It would be nice if we received an official reply to this. I want to play the game as intended, and this really bugs me because it can be either.

Vendors restock level 21/22 as well, although you can't buy items > level 20. Note that you can crafted items are always your level and the attribute boni on crafted weapons get another increase once you are level 22+ (Tormented Soul give +3 STR / Dex, Skull Belt has +2 CON, crafted weapons have higher damage,...).
