Vendors restock level 21/22 as well, although you can't buy items > level 20.
Note that you can crafted items are always your level and the attribute boni on crafted weapons get another increase once you are level 22+ (Tormented Soul give +3 STR / Dex, Skull Belt has +2 CON, crafted weapons have higher damage,...).
