Does Perception have to be on the character you control (i.e. the one who's at the front of the party as you travel) for it to have effect, i.e. spotting traps, mobs or secrets? If not, if a character at the back of your party has it, won't you spot enemies later than if s/he was at the front?

Everybody in your party including summons are permanently searching for traps.
This also means that they will only find the ones close to them (which may already be too late for a low Perception char that is leading the party)

IIf you want to scout, then yes, leading with your high perception character is better. But perception will still work on characters following you.

First of all, enemies are spotted by sight range.
As for traps and secrets, the detection range is usually pretty short (within people's spacing even with that +2 perception talent), considering I don't usually prioritize attribute points in perception (my ranger's dex always leads perception by 2-3 points). So it is quite possible you trigger a trap before it is detected. Therefore I always move using the perception guy.

One thing I do want to know about perception is how it actually improves ranged accuracy.

Will a higher perception revel infos about Resistance?
With 14 perception I see HP, Action Points, Armor, %to Hit, but nothing more

That's based on Loremaster, not Perception.
