This just started happening to me today also.
Last night when I played I was very happy to see the new 5 hotbars and also being able to hotkey through them.
Today, I no longer see the binding in the controls for scrolling through the hotbars and I also cannot change hotbars by clicking the up/down arrows.
I can still use my abilities through the spellbook by pushing K, so I can still play, just slightly more inconveniently.
Very strange, since it worked last night, and there appears to not have been an update today ?
Can you think of anything that you have changed since yesterday?
Mine wasn't working immediately after the patch and I can't think of anything I have changed that would have effected this.
