Another thing to note: I opened a save file where one of my characters was on the second hotbar and it was displaying correctly but again I could not swap to another hotbar by any method. So it isn't a matter of the hotbars that I cannot swap to not existing it is a matter of not being able to switch to them. I have tried changing the the new hotkeys for the hotbars as well to see if this was the problem with no success.
