I have the same problem. I cannot change my skill bars after the 1.72 or 1.74 patch. It does make the game a little bit more inconvenient to play, especially with all those special arrows from the inventory. Maybe if there would be a hotkey to change the skill bar there would be a work-around but there aren't any.
Please, please, please fix this as soon as possible! I would appreciate that a lot!
