If you explore the Black Cove there is more information about the ghost's situation, though I don't know if that should be required to talk to Aureus (I just never got back to him until I had done both). Even if the guards hang around, though, Aureus shouldn't be in an unresponsive state, even if completing the other quest is a requirement.
