Managed to get the two legionnaires to bugger off and turn in all the quests. I ended up having to approach all three, Aureus, Lucia, and Mallius, with my weapon drawn. I started with Aureus and got the standard "put it away" dialog hit option 1 and it closed out leaving Aureus still unresponsive. I did the same with Mallius and still nothing changed but after I approached Lucia and put my weapon down the Aureus suddenly kicked in to the next part of the quest dialog.
