People say there is a button on in the 2 empty rooms with a grate inbetween, but I don't see it.

Do I REALLY have to restart my character because I didn't pump any points into perception?

no you dont have to. You can throw a teleportation pyramid on to the highground if you are in the right most middle chamber right next to it.
