Actually I did this, as my first mod.
It sets the Ability Points to 11, Attribute points to 9, and the Talents you start with to 3.
However, for whatever reason, the characters dont want to follow each other if you use this mod, and I have yet to figure out why. So use it at your own risk.

Damn, that sounds exactly like what I need, but the follow bug is just too much of a hassle to play with... Pity, really. Have you had any luck with modding just a single property and then testing that? Like, say, messing around with just Perception?
There's got to be a reason why the game is bugging out.
Btw, I read through your thread - kudos on typing out that detailed description of your work process!
P.S./Edit: Maybe it wouldn't be such a bad idea to shoot a PM to one of the more knowledgeable mod members around here? I've skimmed some of the other threads in the mod section, and a couple of the guys posting there really seem to know their stuff!
