There are a couple of ways. You can assign skill points. You can equipe items that will give you these skills and learn lockpick from Rob after joining the thieves guild, also talk to the guy in theives quild's base, take him up on his bet.

Go to the Skills screen, click the arrow in the middle until you find The Way of the Survivor and select the skill. You can have any skill from any Way, aside from the Special Moves. I'm not sure what character level you need to obtain the Pickpocket skill, but Lockpicking should be available form Level 1. Click the Show All Skills button (centre left) to show unavailable skills.

Ok -- the next time I have the chance to obtain additional skills I will try this but I don't see haw it would work as a wizard... I am surprised that there isn't a lock picking spell for the wizard simular to the spell in Baldur's Gate...

Quick-save the game beside Kistandalius in Ars Magicana or Corinna in Verdistis, before hitting alt, running your mouse over them, or talking to them. Then trade with them and look for rings or amulets with a bonus to Pickpocket or Lockpick; quick-load if they do not have anything. This may take awhile looking for something specific; I just kept an eye out while sorting / trading loot and found a amulet with Pickpocket before I needed it.

Why should a Wizard not be able to learn how to pick lock? Why should a Survivor not be able to play dead? Why should a Warrior not be able to call for a blessing? It might not be a traditional skill for the class, but it's a learnable skill none the less. If you were playing as a purist (one who only learns skills form their own class), I could understand.

The skills are structured so that there's one of everything (for the most part) and not simply a double up that uses a different resource (e.g. Mana instead of Lock Picks). It makes sense to select the majority of your skills from The Way of <Your Class>, but over-specialisation causes weakness.
