Have you checked you computer's temperature with software like 'HWMonitor' or 'Real Temp' (or maybe build-in software)?
If this does indicate that you get high temperatures you can:
- clean out your pc to get rid of dust buildup (always handy)
- get a better fan
- reposition the pc for better air-flow
- run game on lower settings

This is just off the top of my head so there might be other solutions (to overheating).

In regards to v-sync and frame cap I don't have enough knowledge to make a judgement on that. What I found from a quick Google search is that it might help decrease load on you gpu/cpu and therefor reduce temperatures.
