I don't think this is stuttering in the sense that the Gamebyro engine stutters (Oblivion/Fallout 3). I think this is more akin to not keeping a consistent 60 fps. Open up a program like Fraps or RivaTuner and check your frame rate. I think Geforce Experience has a frame counter as well. Run the game and see if you are getting a constant 60 fps. I noticed that whenever I moved the camera, twisting it around or even just panning, the frame rate tanks big time. I will lose 20-30 fps just from moving the camera around. It is absurd. This is likely what is causing your stuttering.
