Quite logical progression of the game if you ignore Evelyn. As it was mentioned from many people, you do not need the amulet from her, because all other high-ranking members of the cult have the same amuletts.

What amulet? Jake gives you one, not her, if you meant that one.
Besides, last time i went through Cysael nobody else had it. In later parts of the game they do, true.
Although not having it doesnt prevent you from finishing the game.
