Hi,
I did some "chest opening and reloading" and it seems that the loot will always be capped at an identified item-sell-value. and it seems that there is maximum quality level (magical, rare etc) that can not be surpassed.
I have yet to test it with different lucky charm values.

Has anyone more knowledge of the loot system?

That sounds about right.

I know that other games work the same way - generating random loot of a specific value.

I think its up to value X, so it can be lower.
Some chests seem to have a possible loot value of 0, since like one out of four loots it contains nothing.
This could be achieved by allowing a roll below 0 or percent chance to be empty.
(1 to 1000)-500 for example.
And it seems there are chests with have different loot options. so it seems there a several loot categories.
where some chests have marked multiple options. where some can be mandatory and some optional.
For example the chest in cyceals major home, with has to be opened with a key always contained at least 1 blue weapon or armor but could also contain valueables or ingredients. the chest at the end of the cyceal graveyard tunnel (not outside) dropped me a rare bracer but also seems to be able to only drop a scroll.

I am a software-engineer myself so I always wonder about that kind of stuff.
And maybe it can also help a speedrunner.
