As per Raze, I just pocketed the Dwarf Mayor's scroll while he wasn't looking. Call it the path of least resistance if you will.
Note : There are some DUPLICATES of the teleporter scrolls. Be careful not to collect any. I managed this and it caused the game to lock up when the right number of scrolls was reached to satisfy the quest. (Think it was a duplicate Human scroll from the Cursed Abbey after having got one from Captain Mitox).
