To be honest, I think there might have been some kind of a misunderstanding during the live stream (like the one ambiguous answer about the romances in D:OS). I really do not think that they are going to release a Developer's cut anytime in the near future.

There are literally no other hints/information about a possible Developer's cut apart from this one question during the live stream. Then, they just released the Collector's Edition and I would strongly suspect that they are not going to release another "premium" version of D:OS for at least another year maybe (or at least not as long as there is still outstanding content like additional companions). And the fact that Swen was playing developer's version during the live stream does not mean that they are going to release it soon (didn't Swen just use the console commands for cheating and leveling characters so that he could easily show the interesting parts of the game?)

So, I would say that in order to avoid disappointment we probably shouldn't expect a developer's cut soon (which does not mean that I wouldn't be really hyped if we actually got it).

Edit: Afaik, most Larian devs are on holiday until August 4th, so we probably won't get an official answer in this thread.
